Ngày 08 tháng 10 năm 2025, tại văn phòng Bộ Hợp tác Kinh tế và Phát triển liên bang (BMZ) ở Berlin, Đại sứ Nguyễn Đắc Thành đã có buổi làm việc với bà Gisela Hammerschmidt, Vụ trưởng Vụ Châu Á, kiêm Cao ủy viên đặc trách châu Á, Bộ Hợp tác Kinh tế và Phát triển liên bang về các tiến bộ trong hợp tác phát triển song phương giữa Việt Nam và CHLB Đức.

 

Tại cuộc gặp, Đại sứ Nguyễn Đắc Thành nhấn mạnh vai trò quan trọng của chính phủ liên bang Đức là một trong những nhà tài trợ lớn nhất và thường xuyên nguồn vốn ODA cho Việt Nam. Từ năm 1990 đến nay, CHLB Đức đã cung cấp trên 2 tỷ USD cho các dự án ODA tại Việt Nam thông qua các hợp tác kỹ thuật và tài chính, tập trung trên 3 lĩnh vực mà 2 bên có thế mạnh: Năng lượng; Đào tạo nghề gắn với phát triển kinh tế bền vững; và Chính sách môi trường và sử dụng bền vững tài nguyên thiên nhiên. Đồng thời, Nguyễn Đắc Thành cảm ơn Vụ Châu Á Bộ BMZ, là cơ quan đầu mối đại diện Chính phủ liên bang Đức tham gia các kỳ họp đàm phán cấp chính phủ về hợp tác phát triển  Việt Nam – Đức.

 

Bà Gisela Hammerschmidt bày tỏ tình cảm quý mến đối với Việt Nam.Từ những năm 1990, bà đã tham gia các hợp tác phát triển với tiểu vùng sông Mê Kông, gắn bó và luôn theo dõi sự phát triển của Việt Nam, đặc biệt quan tâm đến sự thay đổi chiến lược trong cải cách tổ chức bộ máy chính quyền ở Việt Nam trong thời gian qua. Bà Gisela Hammerschmidt cho biết gần đây Chính phủ Đức mới được thành lập, đã có phê duyệt về kế hoạch tài chính năm 2026 bao gồm nguồn viện trợ của Chính phủ thông qua Bộ BMZ. Cuối tháng 11 năm 2025 sắp tới, Bà Gisela Hammerschmidt sẽ cùng đoàn công tác cuả Chính phủ Đức tham gia kỳ họp đàm phán cấp chính phủ về hợp tác phát triển  Việt Nam – Đức tại Hà Nội. Phía Bộ BMZ sẽ phối hợp với Đại sứ quán Đức tại Hà Nội làm việc với Bộ Tài chính của Việt Nam để tổ chức chu đáo kỳ họp đàm phán này, với mục tiêu lựa chọn được các dự án tài trợ phù  hợp với ưu tiên hợp tác của 2 Chính phủ, đồng thời đảm bảo việc thực hiện dự án thông suốt, có hiệu lực, hiệu quả.

Bà bày tỏ mong muốn tăng cường mạnh mẽ quan hệ hợp tác với Đại sứ quán Việt Nam tại Đức và đề nghị Đại sứ bố trí thời gian tới thăm và trao đổi công việc tại trụ sở chính của Bộ BMZ tại thành phố Bonn.

 

Đại sứ Nguyễn Đắc Thành đã thông báo những kết quả phát triển kinh tế-xã hội tích cực và định hướng cải cách chiến lược của Việt Nam trong năm vừa qua, những nỗ lực tích cực của Chính phủ Việt Nam trong cải cách thể chế, hài hoà hoá các văn bản pháp lý, sửa đổi các Nghị định về quản lý ODA tạo khuôn khổ pháp luật triển khai các khoản vay, đồng thời, đề nghị phía Đức tiếp tục tăng cấp vốn vay ưu đãi cho Việt Nam.

 

Để chuẩn bị tốt cho hợp tác phát triển song phương trong thời tới, liên quan việc chuẩn bị kỹ lưỡng cho kỳ họp đàm phán ODA tại Hà Nội, Đại sứ quán sẽ có văn bản thông báo với Bộ Tài chính Việt Nam về những đề xuất của Bộ BMZ và khẳng định luôn đồng hành của Bộ BMZ trong quá trình thúc đẩy hợp tác Việt Nam – Đức phát triển thực chất, hiệu quả hơn./.
